US-based non-profit, bipartisan organisation the National Conference of State Legislatures published this white paper to offer a state-level, public-sector, cross-jurisdictional perspective on the sustainability of high-speed rail in the US.
It focuses on public funding and capacity issues limiting the sustainability of high-speed rail in the US and discusses the states' limited institutional capacity to pursue high-speed rail projects.
The report noted that the state role in passenger rail included infrastructure planning, development, funding and financing.
