Derailment on the Samara-Kordon section of the Sverdlovsk Railway on November 19, 2025
Information letter regarding the transport accident that occurred on November 19, 2025, on the Samara-Kordon section of the Perm region of the Sverdlovsk Railway, a branch of Russian Railways.
1. Circumstances of the incident:
On November 19, 2025, at 3:47 PM (wash time), at 1625 km of the 7th section of the odd-numbered main track between Kordon and Shamara on the Sverdlovsk Railway, freight train No. 2705 (7985-239-0763, 6,242 tons, 72 loaded cars, 288 axles, cargo - gas condensate) with ZES6 electric locomotive No. 1563ABV stopped due to the automatic brakes being applied.
The train was coasting at 70 km/h, while the set speed was 80 km/h. The braking distance was 286 meters, compared to the estimated distance of 365 meters. During the inspection, the assistant driver discovered a fire in the cars at the rear of the train, with a self-uncoupling between cars 53 and 54 at a distance of -200 meters, between cars 63 and 64 at a distance of -150 meters, and between cars 64 and 65 at a distance of 120 meters.
2. Consequences:
There were no injuries or fatalities as a result of the accident.
Damage was inflicted to:
- 450 m of track and sleeper grid on the first and second main tracks;
- 3 overhead contact line supports, on the first and second main tracks
500 m of load-bearing cable, 500 m of reinforcing wire, and 1000 m of contact wire;
- supports and bridge superstructures on bridges at 1627 km of pk 1 of the first and second main tracks;
- 9 cars subject to exception, 4 cars undergoing routine maintenance (TR-2), 4 cars undergoing depot maintenance.
3. Mandatory requirements, failure to comply with which resulted in the traffic safety violation:
The management of Sverdlovsk Railway, a branch of JSC Russian Railways, violated the requirements of paragraph 2 of Article 20 of Federal Law No. 17-FZ of January 10, 2003, "On Railway Transport in the Russian Federation" in the following part: Infrastructure owners, carriers, shippers (consignors), and other participants in the transportation process, within the limits of their competence established by the legislation of the Russian Federation on railway transport, ensure: travel conditions that are safe for the life and health of passengers; the safety of the transportation of freight, baggage, and over-luggage; the safety of traffic and operation of railway transport; and environmental safety.
The management of Sverdlovsk Railway, a branch of Russian Railways, violated the requirements of the Rules for the Technical Operation of Railways of the Russian Federation, approved by Order No. 250 of the Ministry of Transport of the Russian Federation dated June 23, 2022, specifically:
Clause 12 - The infrastructure owner (owner of non-public railway tracks) must ensure the safe operation of railway structures, devices, and facilities;
Clause 41 - The infrastructure owner (owner of non-public railway tracks) is obligated to maintain all elements of the railway track, railway power supply, railway automation and telemetry, railway technological telecommunications, station buildings, infrastructure structures and devices, and non-public railway tracks in good and/or operational technical condition, ensuring the safe movement of trains and shunting operations, the implementation of specified train traffic volumes at established speeds in accordance with the train schedule, and compliance with labor protection, industrial and transport safety requirements, and sanitary and epidemiological standards in accordance with the design, repair, or operational documentation;
Clause 13 - The infrastructure owner (owner of non-public railway tracks) must have repair and operational documentation for the railway tracks, structures, and devices. There is no design documentation for the 1987 work to replace the superstructure on the odd-numbered track of the railway bridge at 1627 km of the first main track between Shamary and Kordon.
4. Cause of the traffic safety violation:
The cause of the traffic accident was the collapse of the superstructure of the railway bridge at 1627 km of the first main track under rolling stock due to the failure of support No. 1, caused by the long-term and uncontrolled development of defects, which led to a critical reduction in the strength of the support structure. 5. Classification of the traffic safety violation in accordance with the Investigation Regulations:
In accordance with paragraph 3 of the Regulations on the classification, investigation procedure, and recording of transport accidents and other events related to violations of traffic safety rules and the operation of rail transport, approved by Order No. 344 of the Ministry of Transport of Russia dated December 18, 2014, this traffic accident is classified as a crash.
