The UK's new coalition government has released a policy affirming its commitment to a high-speed rail network in the country.
The Conservative Party said in its election manifesto that it would develop a high-speed rail line to connect the capital with Heathrow Airport, and the cities of Birmingham, Manchester and Leeds.
The new rail line is part of the party's vision for a low-carbon economy, reducing carbon emissions by 80% by 2050.
Philip Hammond has been chosen as the new transport secretary by the Conservative-Liberal Democrat coalition government led by Conservative Prime Minister David Cameron and Liberal Democrat Deputy Prime Minister Nick Clegg.
