During the investigation of the fatal accident that occurred at Zhipkhegen station of the Chita Territorial Administration of the Trans-Baikal Railway on November 12, 2025, at 11:26 p.m. Local time, it was determined that one of the causes of the incident was the lack of stable radio communication between the driver and the shunting supervisor. When the shunting supervisor issued the "stop" command twice over his portable radio, the driver of shunting locomotive TEM 18 DM No. 830 did not hear and did not comply. The shunting supervisor stopped the 22-car shunting train by opening the end valve, and was pinned between the tail car and the stop of the dead-end prism, on the non-public loading and unloading track of Burtuy LLC No. 6.

According to the interception report of the communication regulations at Zhipkhegen station (Gradient 12SN (8) communication recorder No. 44360/2365/9977, channel No. 4, shunting radio communication (MRS-VHF), 1st district) dated November 12, 2025. The train dispatcher gives commands to the locomotive driver:

At 11:24:54 p.m., "On the right, on the shoulder, train 830." At 11:25:14 p.m., "Car 830." At 11:25:33 p.m., "Stop, train 830."

At 11:25:43 p.m., "Stop, train 830." At 11:25:59 p.m., "Forward, train 830." At 11:26:07 p.m., "830." The locomotive driver did not acknowledge these commands.
KPD, CLUB-U – the cassette was compared by time, the TCHM confirmed with a whistle (a siren): it's unclear from the listening report how he understood the TCHM compiler's commands and how he rehearsed them.

At 11:25 PM 59 sec – "830 forward" – how many meters and what, half a car, a car? So the driver understood the command: "We're standing still, 830" at 11:25 PM 43 sec!!!

According to the stamp in the TU-152 log, on 12/11/2025, shunting diesel locomotive TEM18DM No. 830 underwent maintenance as part of TO-2. As part of the maintenance, the radio station's operating parameters were to be checked, any discrepancies corrected.

The inspection date at the KRP was January 29, 2024 (the next inspection date was January 29, 2026). The measurements were taken using the STOR-N locomotive radio station testing and measurement device No. 0300040721.

Internal radio testing was conducted in the locomotive cab. TEST-1, TEST-2, and STOR-N. TEST-2 does not support TEST-3. The radio is operational, but the receiver sensitivity was 3.2 μV.
