Digitalization of routine processes will increase their efficiency


L.A. LITVIN, Head of the Department of Labor Organization in the Locomotive Complex, Center for Labor Organization and Design of Economic Standards - a branch of JSC Russian Railways

Providing the divisions of JSC Russian Railways with qualified and motivated personnel has always been and remains the Company’s primary task. Various directions for solving this problem are determined by the Human Capital Development Program of JSC Russian Railways for the period until 2025, approved by Order of JSC Russian Railways dated December 14, 2020 No. 2757/r. One of the fundamental directions is the standardization of labor and the determination of optimal, i.e. necessary and sufficient number of personnel of enterprises.
A significant share of the Company’s operational staff is occupied by employees of the locomotive crews of the Traction Directorate, the Central Directorate of Multi-Unit Rolling Stock and the Directorate of High-Speed Transport. Calculating the standard number of specified employees in a timely and high-quality manner is an important task, so it was automated in a unified corporate automated labor resources management system (EC ASUTR). Users can determine both the standard number and the number based on the actual operational situation for any reporting period for each operational locomotive depot, regional traction directorate and the branch as a whole, broken down by profession, type of movement and work.
However, not all source data are generated automatically through integration from automated systems, statistical and analytical reporting of JSC Russian Railways. The responsible depot employee manually enters the travel time standards for freight traffic for each service section and the length of the service section. In addition, the process of developing, coordinating and approving standards for preparatory, final and auxiliary time operationally in the context of service areas, types of traffic, series of traction rolling stock, composition of commuter trains at operational locomotive and multiple unit depots lasts for several months.
Currently, the Company pays special attention to the digitalization of production processes and reducing the influence of the human factor on technological operations. Therefore, automation of the process of developing labor standards for workers of locomotive crews and their integration into the database to determine the standard number is an urgent task for the Department of Organization, Remuneration and Motivation of Labor and the Center for Labor Organization and Design of Economic Standards. As part of the transition to a digital system of accounting and data processing, unified systems for recording indicators of production processes, their storage, analysis, systematization of data and preparation of reporting forms are being introduced by integrating data from production information systems into the EC ASUTR. In the course of performing this work, modifications are being made to both the EC ASUTR and production automated systems, in particular, the corporate information warehouse KIKH TsOMM.

In the current state, the regulatory framework for determining the number of employees of locomotive crews consists of centrally developed time standards and local standards, determined in accordance with local technological processes of operation of railway stations and operational locomotive (motor unit) depots. Local time standards are developed at the structural unit level based on timekeeping observations and other studies of the use of working time.
The Center for Labor Organization and Design of Economic Standards, together with the affiliated branches, has developed a standard list of names of local time standards with assignment to groups of working time costs to eliminate the risks of unjustified inclusion of individual operations in the standards. The regulatory and reference information of each depot organizes the storage of information about each current local labor standard. In addition, the automated system will tell the Trudovik when the date of creation of a local norm exceeds 5 years and it will be necessary to assess its quality.
When generating travel time sheets, a specialist from a linear structural unit will only have to select the necessary operations and labor standards, which are developed both centrally and locally. There will be no need to manually determine weighted average values depending on the number of departures (arrivals) with locomotives of all used series for each element of labor standards for the locomotive or multiple unit rolling stock turnout/delivery point. To implement this operation and the possibility of transferring data on the values of approved travel time standards into statistical and analytical reporting, work is being carried out to integrate data from the EC ASUTR and KIH TSOMM.
The automated system will control the total length of time from reporting to departure with the train and will not allow the maximum permissible time for the locomotive crew to be at work from the moment of reporting to be exceeded, after which it is prohibited to send it on a trip.
After completion of all planned work on automating the business process, in the third quarter of this year, it is planned to conduct a trial operation of the functionality “Labor rationing. Accounting for standard costs of preparatory and final, auxiliary time and turnaround time for maintenance areas of locomotive crews" at the West Siberian Railway training ground. After its completion, the functionality will be put into commercial operation.
Thus, the transition to paperless technology for the development and approval of labor standards for locomotive crew workers is another step towards the digitalization of the Company’s supporting processes, which will reduce labor costs for performing standard headcount calculations, increasing their quality.
