Automated recording of violations on speed tape
Krasnoyarsk Road experience
The speed tape is the main document used in the investigation of traffic safety violations and train driving regulations. Therefore, in accordance with the informatization program on the Krasnoyarsk Highway, the first stage of an automated system for recording and analyzing traffic safety violations based on the results of decoding speed tapes (ACS BSK) was developed and put into trial operation. The system performs the following functions:
- operational accounting of traffic safety violations with the creation of a database;
- control over the quality of the investigation of violations, the timeliness and completeness of the measures taken;
- analysis of violations detected during decoding of speed tapes.
The BSK automated control system is part of a multi-level automated train safety management system and is linked to automated control systems for the locomotive and SCB facilities. The following normative and methodological materials were taken into account during the development:
- Ministry of Internal Affairs Order No. 1C dated 08.01.94 "On measures to ensure traffic safety in railway transport";
- Instructions for the operation of ZSL-2M locomotive speed meters, their drives and for decoding speed measuring tapes;
- instruction of the Ministry of Internal Affairs of 12.04.01 № M-b30u "Regulation on the procedure for the investigation, accounting and analysis of malfunctions of technical means that led to disruptions in the normal operation of SCB, ALSN, SAUT devices";
- Instructions on accounting for the schedule of passenger, commuter and freight trains;
- The concept of an automated locomotive management system (automated control system);
- a set of tasks "Accounting and analysis of malfunctions of ALSN and SAUT devices".
The following divisions are users of the system:
- linear enterprises — locomotive and wagon depots, communication and communication lines, support stations;
- operational services — transportation, locomotive, carriage facilities, passenger, tracks, power supply;
- Office for train safety of the road and regions;
- road managers.
The following automated workstations (APMs) have been developed to implement the system:
- The depot operator's automated control system is designed to enter information based on the results of decoding speed measuring tapes with the right to view and correct the database later, receive information and reports;
- ARM of the engineer (dispatcher) of the operational service (linear enterprise) — designed to view the database, enter information on the results of the investigation of violations, receive certificates and reports;
- The offices of the heads of the road, the RB and URB offices — to view the database of violations and the results of their investigation, to receive certificates and reports.
When implementing the BSK automated control system, a clear operating technology has been established on the road. So, at the end of each shift, after decoding the speed tapes, the necessary information is entered into the depot operator's automated control system, which is transmitted to the server. Information about violations of train safety through the corporate network is transmitted to the arms of the heads of the road, the audit office, as well as, by affiliation, to the arms of engineers (dispatchers) of the involved services and line enterprises.
Heads of services organize work at subordinate enterprises to investigate traffic safety violations for no more than 48 hours, establish control over the timeliness and objectivity of determining the causes, and the completeness of the measures taken. Information about the investigation of violations is entered into the arms of engineers (dispatchers) and transmitted to the server. The Audit Office monitors the timeliness of the investigation and the adoption of measures to prevent violations of train safety.
The BSK automated control System uses specially developed normative reference information: directions of movement on the road, types and list of traffic safety violations, their nature, types of equipment (devices), classes and types of causes of violations, forms of measures taken, series and numbers of locomotives, road enterprises. In addition, classifiers are used: types of traffic, traction, types of speed meters, security systems, traffic lights
The following information is entered into the depot operator's automated control system for each speed tape: time, date of trip, station, time of departure and arrival, train number, series and locomotive number, types of speed meters and security systems, last name of the driver and his assistant, date of decryption and last name of the operator. For each fact, the date and time of the violation, the location of the incident (direction, kilometer, picket, path), information about the train (weight, number of wagons, axles), speed, stopping distance (estimated and actual), the service and the company responsible for the investigation are additionally entered.
The following information is entered into the automated control system of the engineer (dispatcher) of the enterprise (service): the date and time of the investigation, the type of equipment (device), the cause of the violation, information about the measures taken, the guilty enterprise, the position and surname of the perpetrators, the position and surname of those who conducted the investigation.
The BSK automated control system allows you to receive the following information for a certain period of time:
- on the operation of safety devices on a specific locomotive, indicating the date of the incident, the location, the number of the speed gauge, the lights of the ALSN equipment malfunction;
- a personal account of violations for a specific driver, indicating the date of the incident, the type of violation, the cause and the measures taken.;
- failures in the operation of the ALSN and SAUT separately for a specific SCB distance and communication, indicating the date of the incident, the series, number and depot of the locomotive, the name of the driver, the train number, the location of the incident and the nature of the failure;
- analysis of failures of separate ALSN and SAUT devices for locomotives, indicating their series and number, as well as the number of failures (from two or more);
- analysis of failures separately by ALSN and SAUT by kilometers, indicating the direction, track number, traffic light and the number of failures (from two or more).
In addition, it is possible to receive reports in the form of a log of decoding of TU-133 speed tapes No. 1, 2 and 3, as well as in the form of logs of train delays at forbidding readings of signals and stops according to the readings of the DISK and KGN devices, indicating the date and time of the incident, train serial number and locomotive number, last name of the driver, duration parking lots, places, reasons for the delay.
The information obtained from the BSK automated control System is used on the road during conference calls and operational meetings, the investigation of defects in work and failures of technical equipment, the assessment of the work of service personnel, the development of organizational and technical measures to improve train safety.
The introduction of an automated system with the creation of an information base increases the efficiency of accounting for traffic safety violations by encrypting speed tapes, and allows continuous monitoring by the road management and the audit office. At the same time, the investigation time for violations is shortened, the reliability of determining the causes of their occurrence is improved, as well as the promptness of taking necessary measures.
