If subway and light rail expansion in Los Angeles is fast tracked it could receive extra funding to the tune of $8.8bn in federal support, according to the US city's Mayor Antonio Villaraigosa.
The US Government still has some funds left for transit construction projects as part of a 30-year commitment for LA, according to bloomberg.com.
The upgrade plans for the city include a subway line running into the city's Westside, extended light rail lines and a direct rail link to Los Angeles International Airport.
Villaraigosa said the borrowing will be repaid with Los Angeles County sales taxes.
In 2010, the INRIX National Traffic Scorecard ranked Los Angeles as the most congested city in the US.
