Save life and health


Analysis of the state of working conditions and labor protection in the operational railcar depots of the Russian Railways network based on the results of work for ten months of 2009

Unfortunately, the situation with occupational injuries in the operational railcar depots of the Russian Railways road network in 2009 was unsatisfactory. During the first 10 months of 2009, 26 employees were injured, five of them fatally, eight with serious outcome.

In the same period of 2008, 28 workers were injured, two fatally and nine seriously (Fig. 1).

In the first ten months of 2009, there was an increase in occupational injuries on the following roads:

— Gorky Street — from 0 to 2;

— Southeastern — from 0 to 2;

— Privolzhskaya — from 3 to 4;

— Kuibyshevskaya — from 0 to 3;

— South Ural — from 0 to 1;

— Sakhalin from 0 to 1.

Fatal accidents were reported on the roads of: Severnaya (Isakogorka depot); Gorkovskaya (Gorky-Sortirovochny high-speed line); Privolzhskaya (Neftyanaya high-speed line and Anisovka high-speed line); Sverdlovskaya (Osentsy high-speed line and Voynovka high-speed line, Fig. 2).

The occupational injury rate (number of injured per 1,000 workers) for the reporting period of 2009 was 0.4. This value was exceeded on Gorky Road — 0.62, Severnaya — 0.51, Southeastern — 0.58, Privolzhskaya — 1.02, Kuibyshevskaya — 0.87, Sverdlovskaya — 0.49, Far Eastern — 0.64, Sakhalin — 3.68.
The death rate in the household as a whole was 0.08 (0.05 last year). On Gorky Road, this coefficient is 0.31, on Severnaya — 0.26, on Privolzhskaya — 0.34, on Sverdlovskaya — 0.32.

The main causes of occupational injuries were:

- unsatisfactory organization of work — 22% of the total number of injured (six cases each on the Moscow, Northern, North Caucasian, Sverdlovsk, South Ural, Sakhalin roads);

- violation of the technological process — 15% (four each at Gorkovskaya, Kuibyshevskaya, Privolzhskaya, Zapadnosibirskaya);

- personal negligence of the victim — 15% (four each at Gorky, Far Eastern, South-Eastern, South Ural);

- unsatisfactory maintenance of the passage route — 8% (two each on Privolzhskaya and Sverdlovskaya);

- imperfection of the technological process — 8% (two each at Privolzhskaya and Kuibyshevskaya);

- unsatisfactory maintenance and shortcomings in workplace organization — 8% (two each at Privolzhskaya and Kuibyshevskaya);

- violation of labor discipline — 8% (two each in the Far East and North);
- poor—quality labor protection training - 4% (one in West Siberian);

- shortcomings in the organization and conduct of labor protection worker training — 4% (one in Sverdlovskaya);

- lack of process control — 4% (one on Sverdlovskaya Street);

- hooligan attack by an outsider — 4% (one in the South-East).

The main types of injury to railway workers during the reporting period were:

- falling from a height — 15% of the total number of injured (4 workers — Gorkovskaya, Kuibyshevskaya, 2 — West Siberian roads);

- rolling stock hit — 15% (4 — Gorkovskaya, Severnaya, Sverdlovskaya, Far East);

- falling, stumbling on the surface — 15% (4 — Volga, Sverdlovsk, Far Eastern, South-Eastern);

- falls, collapses, collapses of cargo — 15% (4 — North Caucasian, Volga, Sakhalin, Northern);

- foreign body penetration into the eye — 12% (3 — Privolzhskaya, Kuibyshevskaya, East Siberian);

- pinching of body parts between fixed and moving parts — 8% (2—Moscow and West Siberian);

- electric shock — 4 % (1 — Sverdlovsk region);

- tool impact — 4% (1 — West Siberian);

- damage caused by illegal actions —4% (1 — South-East);

- impact of moving, flying, rotating objects, parts, machines — 4% (1 — South Ural region);

- exposure to extreme temperatures — 4% (1 — Privolzhskaya, fig. 3).

Special attention should be paid to the causes and circumstances of fatal accidents in 2009.:

- On February 8, an electric and gas welder of the Isakogorka Railway carriage maintenance depot with more than 12 years of work experience was fatally injured.


When cutting a covered wagon into scrap metal, due to a violation of the technological process and the rules for slinging individual fragments of the wagon, the side wall shifted and fell. The electric and gas welder was pressed against metal structures by this wall.

Death occurred as a result of a blunt open penetrating wound to the head. The examination found ethyl alcohol in the blood of the deceased at a concentration of 2.94% O.

During the investigation of this accident, the unsatisfactory organization of work was recognized as the main cause. It resulted in a violation of labor protection requirements when cutting wagons into scrap metal, the lack of a technological process developed for this type of wagon in local conditions and, most importantly, finding the victim intoxicated.

- On February 10, while inspecting empty tanks placed on an electrified railway track, a locksmith for the repair of rolling stock at the Osentsy steam station of the Sverdlovsk Road with more than 13 years of work experience was fatally injured by electric current.

The main reasons for this incident were the lack of control over the execution of the technological process (carrying out work in electrical installations in one person) and the employee's admission to switching in electrical installations over 1000 V without an appropriate electrical safety group.

- On February 20, Gorky-Sortirovochny, a car inspector and repairman, was fatally injured at the Kalikino station of Gorky Road. Work experience since 2005

When dropping the wire from a specialized railway platform for transporting rail weaves, the inspector slipped and fell into the carriage space, hitting the platform brackets and rails. As a result of the fall, he suffered a blunt combined injury to his chest and abdomen, multiple ruptures of liver tissue, massive bleeding into the abdominal cavity, and fractures of the spine.

The employee died in hospital from his injuries. The main cause of the tragedy is personal negligence.

- On March 15, a steam cleaner with more than 9 years of work experience was seriously injured at the Neftyanaya checkpoint (Anisovka ICPE) of the Volga Road. On March 16, a steam cleaner with more than 9 years of work experience died in the hospital.

The victim went down into the boiler of the tank, which, as a result of the inconsistency of the workers' actions during the transfer and reception of the shift, turned out to be filled with hot water (due to the closed drain valve cover), and received thermal burns (50% of the damage to the body surface).

The main cause of the accident was the imperfection of the technological process of the teaching staff and insufficient control over the observance of technological and industrial discipline by employees.


- On March 30, a second-class ICP outfitter Voynovka of the Sverdlovsk Road, with one year of work experience, was fatally injured at the Tyumen station.

Following the interstitial path, the victim carried a refueling hose. A train was traveling along the adjacent track in the same direction. The hose caught on the footboard of one of the cars, the resulting loop pulled the victim under a passing train.

The main reason, according to the Commission of inquiry, was the shortcomings in the organization and conduct of labor protection training. The victim was not trained in her profession and occupational safety when applying for a job. As a result, there was a violation of the technological process.


A detailed study of the investigation materials showed that all fatal occupational injuries occurred in the absence of direct supervisors or those responsible for the safe performance of work.

Two cases of fatal injury to workers were committed due to violations of the technological process.:

- on the Volga road, due to the imperfection of the technological process and the lack of proper control over compliance with current technologies, an employee went down into a tank filled with hot water without safety;

- on the Northern Road, in addition to the fact that the employee was intoxicated, there was no technology for cutting wagons into scrap metal at all, and a Donbass-type wagon repair machine was used as a lifting device, which was not adapted for this type of work.;

- on the Sverdlovsk road, in violation of current technology, voltage was applied to the contact network without receiving a report on the completion of work on the inspection of tanks and the withdrawal of workers from the danger zone.

In all the fatal cases reviewed, the employees were left to their own devices and completely uncontrolled by the department heads. On the Northern Road, the workers on the cutting of wagons into scrap metal were even instructed by phone

At Gorkovskaya and Sverdlovskaya, the maintenance inspectors worked in one person (at low-activity sites). Due to the prevailing circumstances, employees were forced to come up with their own production technology or simplify existing technologies, which are subject to increased safety requirements.
